Lord Dykes asked: 'Is my noble friend aware that more and more people think it is some kind of attempt to prolong the agony of Mr Blair facing possible war crimes charges?'

The move follows the release of a Senate report on CIA torture which includes the case of a German citizen, Khalid El-Masri, who was captured by CIA agents in 2004 due to mistaken identity and tortured at a secret prison in Afghanistan.

Under the UN system, individual countries still have the primary responsibility for prosecuting war crimes by their own officials. But when they fail to do so, the UN Security Council, the International Court of Justice (ICJ), the International Criminal Court (ICC) and UN committees charged with enforcing treaties like the UN Convention Against Torture are empowered to provide universal accountability.
